Job Summary:
This position is responsible for overseeing the collection, organization, analysis, and management of data related to underground utilities for the City of Rapid City, Public Works - Water. This role will oversee staff utilizing specialized surveying techniques to accurately locate and document the position, depth, and condition of utility lines, ensure compliance with industry standards and project requirements, and mitigate risks associated with excavating near unknown utilities. The position will manage and coordinate workflow with other stakeholders for the accurate data storage of as-built drawings, infrastructure, service line records and utility components within the City’s Geographic Information System (GIS) Computerized Maintenance Management System (CMMS) (Cityworks).
Essential Duties and Responsibilities:
-Collaborate with contractors, project managers, engineers, city departments, and other stakeholders to understand their utility locate and asset data needs to deliver accurate information.
-Oversee and support crews in locating city water, sanitary and storm sewers, and both public and private service lines using records, tracer wire, and survey-grade GPS equipment (ArcGIS).
-Create and implement techniques and processes to maintain data quality, ensuring the accuracy, completeness, and reliability of utility data.
-Oversee and manage horizontal and underground asset database of Likelihood of Failure (LOF) and Consequence of Failure (COF) program.
-Provide strategic guidance to transition the City’s utility locating program to a GPS coordinate based system.
-Utilize specialized ArcGIS/CAD software to process raw field data, including converting survey points into accurate 2D and 3D utility maps and input the data to GIS.
-Oversee data collection procedures for the location, condition, and maintenance of assets, including quality control procedures to ensure accuracy and consistency with established specifications and quality level requirements.
-Analyze data to identify potential conflicts, discrepancies, and areas of concern regarding underground utilities.
-Develop reports, KPIs and dashboards to provide insights on utility data, helping guide decision-making and measure performance.
-Create and maintain SOPs to ensure approved utility infrastructure is properly added and shared in the database throughout all phases of property development, including design, construction, as-builts, and asset turnover.
-Assist in the preparation and administration of utility budgets, including forecasting, monitoring expenditures, and coordinating with relevant divisions.
Work Environment:
-While performing the duties of this job, the employee is exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; risk of radiation and vibration. The noise level in the work environment is usually loud.
-The employee is frequently required to stand; sit and use hands to finger, handle, or feel. The employee is occasionally required to walk; reach with hands and arms; stoop, kneel, crouch, or crawl and talk or hear. The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to adjust focus. Multi-task, organize files and folders.
Requirements
Job Qualifications:
-Bachelor’s degree in Civil Engineering Technology, Land Surveying Science Technology, or related field required.
-Five years of experience with GIS and CAD software, data visualization and mapping, or other relevant area required.
-Expertise in Subsurface Utility Engineering (SUE) principles and practices.
-Knowledge of American Society of Civil Engineers (ASCE) standards for Subsurface Utility Engineering (SUE) principles and practices.
-Proficient in use of SUE field equipment like survey-grade GPS.
-Must possess valid South Dakota One Call Certification or have the ability to obtain within 90 days of hire date.
