JOB DESCRIPTION - EXEMPT SECRETARY TO ASSISTANT SUPERINTENT OF FINANCE, OPERATIONS, AND HUMAN RESOURCES
GENERAL DESCRIPTION
The Administrative Assistant works under the direction and supervision of the Assistant Superintendent of Finance, Operations, and Human Resources. This position serves as the District Public Records Officer, administers the public records request system; processes and tracks requests received; coordinates search and internal review of relevant records; prepares required redaction logs and letters; coordinates with other departments, and monitor's departmental compliance with RCW 42.56, Public Records Act. The position requires a strong working knowledge of office routines. This person establishes and maintains files and maintains the impress account. The successful candidate will manage the administrative office of the department, coordinating and overseeing operations. Additionally, the role involves processing, maintaining, and filing confidential materials. The position requires proficiency in using computer applications such as spreadsheets, word processing, calendar, and email to perform work activities. Furthermore, the candidate will collect and process data relative to various statistical, financial, and other reports as required. This position, by virtue of the diversity of activity, is subject to a high degree of exposure to confidential material and must perform responsibilities with the utmost discretion and confidentially.

RESPONSIBILITIES
Establish and maintain files in connection with the general work of the Business office; exercise initiative in establishing or revising processes and systems to meet current needs and demands of the department.
Maintain travel and advanced travel process.
Point of contact for members of the public for public records requests.
Responds to requests for public records, ensuring that all state-mandated deadlines are met.
Maintain current knowledge of Washington State Public Records Act and applicable regulations/case law.
Maintains a strong working knowledge of all software or electronic management systems used for gathering, redacting, and providing public records.
Ensures the confidentiality and integrity of information obtained while acting as the Public Records officer. Responsible for administration of all Public Records Requests.
Maintain up-to-date knowledge of Public Records Manual.
Coordinate Public Records Requests with other District departments.
Receiving incoming telephone calls, take messages when responsible person is not in, screen and refer calls to appropriate office staff.
Administer the purchase card program for the District, including authorization, security, distribution, fraud alerts and card replacements.
Serves as the collection agent for NSF checks received by the District.
Coordinates various public notice, banking or bonding activities as needed (i.e. budget or bid notices, signature authorities, bonding for select staff, etc.).
Establishes and maintains confidential files, contract files and agreements.
Responsible for coordination of district-wide facilities rentals, including scheduling, billing, ensuring compliance with District policy and use guidelines.
Use computer applications such as spreadsheets, word processing, calendar, email in performing work activities, Board agenda management software, photoshop, and district-wide facilities scheduling software.
Draft, review and maintain Board resolutions to ensure compliance with RCW and regulatory requirements.
Collect and process data relative to various statistical, financial, and other reports as required.
Perform additional duties as required or assigned.

Requirements
QUALIFICATIONS
Two years of post-secondary education or training in an area applicable to the position or equivalent experience.
Must have knowledge/skills working with budget data and coding.
Strong knowledge and skills in the use of Technology (including social media, Publisher, word processing, spreadsheets, Power Point, Google Suite, etc.).
Possess demonstrated skills in organizing, assessing workload, and prioritizing.
Must be able to work cooperatively and effectively with others.
Possess skills in correct spelling and use of correct grammar and punctuation; perform effectively in reading, writing, and speaking.
Possess full knowledge of modern organizational and office management skills, and skills in applying rules, regulations, policies and procedures of District and State.
Possess skills in diplomacy and in communicating with parents, employees, vendor, contractors, and other persons who have contact with Bremerton School District.
Possess exceptional telephone skills and manners.
Must be able to maintain confidentiality in all work-related matters.
Must be willing to strive for above-average record of attendance, punctuality, and reliability.
Must be a self-starter, able to take the initiative in managing the constant workload.
KNOWLEDGE/SKILLS
Proficient in grammar/punctuation, text editing, document layout/production, and general office equipment operation.
Demonstrated positive public relations skills. Able to establish and maintain effective working relationships with staff, students, parents and the community.
Strong organizational skills with the ability to work independently, exercise independent judgment, set priorities, meet deadlines, and work effectively under pressure.
Able to apply diplomatic skills in all District-related matters and maintain strict confidentiality in all sensitive matters.
Strong written and oral language skills; ability to communicate effectively by telephone, in person, and in written form including generation of original correspondence.
