Overview:
The City of Lake Angelus is seeking a part-time City Clerk, with a flexible work schedule of approximately 25 hours per week. Lake Angelus is located in Oakland County, off I-75 and Baldwin Road, with just over 300 registered voters and one election precinct.
The City Clerk is a key member of the municipal management team, serving as the official record keeper and custodian of public documents for the city, overseeing execution of all elections, and providing support to City Council. This position is responsible for ensuring efficient, transparent and legally compliant administrative operations of the city.
Responsibilities
- Maintain and manage official city documents, such as ordinances, resolutions, meeting agendas, minutes, etc.
- Attend monthly virtual City Council agenda setting meetings, prepare City Council agendas and meeting notices, assemble and distribute meeting packets, attend monthly in-person Council meetings, record minutes, and ensure proper meeting procedures are followed.
- Ensure compliance with public records laws and facilitate access to public records for city officials, citizens and stakeholders.
- Serve as Chairperson of the city’s Election Commission. Recruit, train and oversee temporary election workers. Conduct elections and manage voter information as provided through the State of Michigan’s official, centralized, interactive computerized voter registration system, the Qualified Voter File (QVF).
- Administer oaths of office for elected and appointed officials.
- Manage the City Clerk’s budget and oversee related financial transactions. Provide materials as requested for annual audit.
- Provide support to the City Council and other city departments, assisting with various administrative functions.
- Ensure public notices are performed in accordance with local and state requirements.
- Respond to inquiries from the public, process FOIA requests, and manage requests for information with professionalism and confidentiality.
- Collaborate with other city officials to improve service delivery and enhance public engagement.
- Organize and maintain the city archive system, ensuring proper documentation and retention policies are followed.
- Train others as required.
- Other duties as needed.
Working Conditions:
- Approximately 25 hours per week; flexible schedule; hours vary. Partially virtual, and partially on-site in office environment; extended hours during election periods.
- Requires in-person participation in City Council meetings, 2nd Tuesday of each month, in the evening.
Requirements
- Certified Municipal Clerk (CMC) designation, or commitment to obtaining it; and Professional Municipal Clerk (PMC) certification, or commitment to obtaining it.
- Thorough knowledge of applicable laws that pertain to elections, municipal records creation and retention, public notices, public proceedings, etc. Commitment to professionalism and integrity in ensuring compliance with all applicable laws.
- Excellent written and verbal communication skills, with the ability to work independently as well as collaboratively with diverse groups.
- Computer skills including proficiency in Microsoft Office, google document management, zoom platform for hosting virtual meetings, basic troubleshooting, and ability to adapt to new technologies.
- Strong analytical, organizational, problem-solving, and records management skills.
- Member of the Michigan Association of Municipal Clerks and the Oakland County Clerks Association, or commitment to becoming a member.
- Commitment to undergo training every two years for continuing election education as required by the Michigan Elections Bureau, Oakland County Elections Bureau and as a member of the Oakland County Clerks Association.
- Valid Michigan Notary commission desired.
- Prefer Associate’s degree in public administration, business administration or other relevant field, or equivalent relevant experience.
